IAB Europe said on 7 October 2026 that Moloco has become the first technology provider to achieve certification under its Retail Media Certification Programme. The announcement came at the Retail Media Impact Summit in Amsterdam.

An audit by ABC UK certified Moloco’s capabilities across on-site standard display and sponsored product ads on web, mobile and in-app. The audit confirmed that Moloco’s measurement and reporting meet the requirements of IAB Europe’s Commerce Retail Media Measurement Standards. Moloco is the third company to hold the certification, after Albert Heijn and Nectar360. IAB Europe says five other companies are under audit and more are entering the process.

Why it matters

Until now, the two certificates belonged to retailers. A technology provider now holds one too. Marie-Clare Puffett, Senior Director, Industry Development & Marketing at IAB Europe, said: “Buyers need confidence that Retail Media measurement is consistent regardless of the retailer, network or technology partner they are working with.”

ABC’s Clare Langstaff, Audit Director, Assurance Services, said the audit examined Moloco’s media metrics, attribution methodologies and retail media insights, plus the guidance provided to clients who implement them.

The detail to check before you compare numbers

A certificate covers the scope that was audited. For Moloco, the release names on-site standard display and sponsored product ads. It does not say that every ad format or off-site buy Moloco supports sits inside that scope. If you are comparing retail media results across networks, ask each one which ad products the certificate covers,.

This follows a pattern we have tracked on the measurement beat. IAB Europe also published its final CTV measurement framework, and we argued in Measurement Disputes Are Moving From the Number to the Definition that the fight is now about what a number counts. A scope statement on a certificate is the retail media version of that question.
